Accessibility involves both the digital spaces people use, such as websites, apps, forms, and documents, and the physical environments where people live, work, learn, and receive services. Barriers in either setting can prevent someone from fully participating, and they may affect people with mobility, visual, hearing, communication, cognitive, sensory, and other access needs. This page offers a general, educational introduction to both areas. Digital accessibility means that websites, online forms, digital documents, and related technology can be used by people with a wide range of abilities. Common considerations include keyboard accessibility (whether every function can be used without a mouse), screen-reader compatibility, text alternatives for images, captions and transcripts for multimedia, sufficient color contrast, clear headings and page structure, and understandable navigation and forms. Electronic communications, PDFs, online registration or payment systems, and mobile content raise similar considerations and benefit from the same approach.
WCAG stands for the Web Content Accessibility Guidelines, developed by the World Wide Web Consortium (W3C) through its Web Accessibility Initiative (WAI). WCAG 2.2 is the current W3C Recommendation and is widely used as an educational benchmark for digital accessibility. WCAG is organized around four principles, often remembered as POUR: Perceivable, meaning information and interface components must be presentable in ways people can perceive, such as text alternatives for images; Operable, meaning interface components and navigation must be operable, such as functionality available from a keyboard; Understandable, meaning information and the operation of the interface must be understandable, such as predictable navigation and clear instructions; and Robust, meaning content must work reliably with a wide range of technologies, including assistive technology. WCAG also defines three levels of conformance: Level A addresses the most basic accessibility features, Level AA addresses many of the most common and significant barriers and is the level most often referenced, and Level AAA is the highest level, which is not always achievable for all content. Meeting WCAG guidelines is a widely used educational and technical benchmark, but WCAG conformance does not by itself establish compliance with the ADA or any other law. Whether a specific website meets a legal obligation depends on the applicable law and the facts involved, and that determination should be made by a qualified attorney.
Physical accessibility considers whether people with disabilities can approach, enter, move through, and use a building or facility. This applies broadly to retail stores, restaurants, offices, professional practices, nonprofit facilities, schools and educational facilities, community facilities, entertainment and other public-facing facilities, and service or checkout counters. Common considerations include accessible routes connecting parking, entrances, and the spaces people need to reach; entrances and doors, including door hardware; parking and passenger loading areas; ramps and changes in level; stairs, where present, and whether an accessible alternate route exists; elevators or lifts where applicable; circulation paths and aisle width sufficient for maneuvering, including for wheelchairs and mobility devices; service and checkout counters at a usable height and location; seating and tables that accommodate a range of body types and mobility devices; restrooms, including approach, doors, and fixtures; signage, including visual clarity and, where appropriate, tactile or braille elements; reach ranges for controls and dispensers; controls and operating mechanisms that can be used without tight grasping, pinching, or twisting; visual and auditory information, so alerts and announcements reach people who are blind, low vision, deaf, or hard of hearing; lighting and visual access; wayfinding; emergency information and evacuation considerations for people with disabilities; and the accessibility of self-service technology, kiosks, and point-of-sale systems. An accessibility review looks at how a person actually experiences a location or a digital service, not only whether a checklist has been completed. At a high level, a review may examine barriers involving approach and entrance, movement through the environment, access to goods and services, communication, technology, restrooms and common areas, signage and information, and furniture or equipment placement. Because many organizations also offer registration, ordering, or account access online, digital services associated with a physical location are often considered together with the physical space. Meaningful recommendations take into account the actual environment, the people who use it, the activities that take place there, and the specific barriers identified, rather than relying only on a generic checklist.

Technical standards such as WCAG and the ADA Standards for Accessible Design are important reference points, but functional accessibility is ultimately about people. A location or a website can technically meet individual checklist items and still be difficult for someone to actually use. Functional accessibility considers whether people with disabilities can effectively enter a space or a website, navigate it, communicate with staff or through the interface, obtain the information they need, interact with any technology involved, and use the goods or services being offered. Keeping this broader, human-centered view in mind helps organizations move beyond a narrow checklist toward access that works in practice.
